He was married on September 7, 1991, to Amie Joan Palumbo, a native of Illinois. They reside in northern Maryland, have four children, and several grandchildren. Barry graduated summa cum laude from Regis University with a B.S. in Business and then earned an M.B.A. from Johns Hopkins University.   
<span style="font-size: 12pt; font-family: 'Times New Roman',serif; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"> For the past decade, he has served as the COO of the New America Foundation, a non-partisan think tank in Washington, D.C., focused on the future of war, artificial intelligence, international security, and other key initiatives.  In the decade prior to his tenure at New America, Barry served as CFO at World Relief, an international relief and development agency operating in over 30 countries.  In 2020 and 2022, he was recognized by DCA Live as one of Washington, D.C.'s top nonprofit CFOs.  In 2025, Barry won the OnCon ICON Top 50 COO Award.

Eisenhower Society, which stewards the Eisenhower Farm and legacy in Gettysburg, PA.
